The imperial edict dated October 24, 1908 and stamped with a state seal impression (11 × 11cm) states that the opening of the hospital is a result of work commenced during the reign of the preceding Emperor Gojong and that such efforts were made to allow people to enjoy the benefits of the medical service. The Residency-General established in January 1906 for Japan’s colonial rule of Korea decided to merge a number of existing medical institutions, including Gwangjewon Hospital, and the Korea Red Cross Hospital, into one. In 1908, the Daehan Hospital was opened and served as a central medical service institution during the Japanese Occupation (1910-1945).
