Chido gyuchik (Treatise on the Road Management), this manuscript was written by Kim Ok-gyun (1851-1894), a renowned reformist of the late 19th century. Focusing on the importance of road management, the book, as part of the collection of the Kyujanggak Institute for Korean Studies, consists of three parts: two that were subtitled Chido yangnon (Summary of Road Management, 8 pages) and Chido yakchik (Abridged Rules for Road Management, 8 pages) and an introduction (2 pages). While the two main chapters were written by Kim Ok-gyun, the introduction was written by Li Shuchang (1837-1896), a Qing diplomat serving in Japan. In the book, Kim insisted that Korea “needs the development of its industries to be a strong and wealthy country, and that it should focus on road management before anything else for industrial development.” The book is regarded as a valuable historical material containing pioneer ideas about the construction and management of roads in Korea.
