Inappropriate photographing of Natural Monuments again

After the "incident" last July with the owls, the same person used flashlight to photograph a Natural Monument again - and again in the sensitive nesting time - the images can be found on the website "birddb.com".
Obviously there is still a lack of knowledge and understanding about the meaning what a natural monument is.

What can be done to improve the situation? How can it be made sure that the already ongoing biodiversity loss is not increased with such unnecessary disturbances - especially of such protected species?
