The Declaration of Unity was elaborated in 1917 in both Korean and Chinese, in order to call for a national convention with the aim of establishing an integrated independence organization, by fourteen independence fighters abroad. The document calls for unity among independence activists and the establishment of a provisional government of Korea in order to fight for the sovereignty of the Korean people.
