This banner is the only extant relic that shows that the color garments encouragement campaign was designed to abolish the Korean custom of wearing white clothes (traditionally, Koreans were referred to as the ‘white-clad race’) as part of a Japanese imperialist policy aimed at eradicating Korean culture and customs. It is highly regarded as an important resource for the study of Korean clothing culture during the Japanese Occupation.
