This is Korea’s first regulation on telegraphic communication. Enacted in 1888 (the 25th year of the reign of King Gojong of the Joseon Dynasty), its 32 articles provide regulations on telegraphic codes, charges, and so on. The Korean telegraphic code was developed by Kim Hak-u based on the same principles as the binary system of the Morse Code, and was eventually developed into the current Korean code. It is considered invaluable because it is the first example of the mechanization of Hangeul (Korean Alphabet) after the invention of Hunminjeongeum (The Proper Sounds for the Instruction of the People).
