Inappropriate photographing of Natural Monuments

Recently a photographer showed pictures of a feeding owl (Natural Monument #324) on a bird photography website which are obviously made with flashlight.
Beside that disturbing Natural Monuments (especially during breeding) is unacceptable at all, the use of a flashlight with animals that have perfect eyesight at night brings this disturbance to the extreme.

What is/can the Cultural Heritage Administration do to enforce the protection when it gets knowledge of such cases?

What programs are available to educate and guide such "Wild Birds Photographers" (as this one calls himself)?
