Sorry for this late reply.

All of the local governments including one special city, six metropolitan cities, eight provinces, and one special self-governing province have their own Cultural Heritage Protection Ordinance. According to its Cultural Heritage Protection Ordinance, each local government designates cultural heritage existent within its jurisdiction as City/Province-designated Heritage.

For the text of each heritage protection ordinance, you have to visit the website of each local government. But I am afraid that they do not provide the text in English.

With many thanks for your interest in Korea cultural heritage, contact me for further inquiries.
